Prime Minister Pham Minh Chinh on December 19 approved Hai Duong provincial planning for 2021-2030 with a vision to 2050, which specifies Hai Duong's viewpoints, vision, goals, and key tasks for development.
The planning details the province’s goals of becoming a modern industrial province and a driving industrial center of the Red River Delta with a large-scale economy in the country by 2030; a civilized and modern Centrally-run city imbrued with the local cultural character and an important driving force for socio-economic development in the Red River Delta by 2050.

The province defines a number of key tasks to achieve the objectives, including comprehensive digital transformation in management, production, and business; promotion of technology transfer and concentration of investment on research and development; promulgation of policies, mechanisms, and measures to strongly improve the provincial business and investment environment and competitiveness; mobilization of resources and effective use of investment in development of synchronous and modern socio-economic infrastructure, especially for intra-provincial and regional connection…
The province outlines five main pillars as breakthroughs for development, namely high-tech and supporting industries; high quality services; green, modern, and smart urban areas; high-tech commodity and organic agriculture; and social security and environmental protection.
The planning states that Hai Duong will develop 28 urban areas, including one 1st-class, one 2nd-class, one 3rd-class, seven 4th-class, and 18 5th-class urban areas, from 14 existing and 14 new ones.
The province will develop industry in three regions: a central dynamic industrial region covering Binh Giang, Thanh Mien, Gia Loc, and Cam Giang districts, part of Ninh Giang district, and Hai Duong city; a supporting industrial region in Hai Duong city, Gia Loc, Cam Giang, and Ninh Giang districts; and a region for heavy industry, agricultural, forestry, and fishery processing, and clean energy in Chi Linh city, Kinh Mon provincial town, and the districts of Kim Thanh, Nam Sach, Thanh Ha, Tu Ky, and Ninh Giang.
Services are identified as one of the two main economic pillars of Hai Duong along with industry.
The province will build eight logistics centers in Hai Duong city, Kinh Mon provincial town, and Binh Giang, Kim Thanh, Thanh Ha, Gia Loc, Cam Giang, and Ninh Giang districts by 2030 with the aim of being able to provide high quality services and serve production activities in the locality as well as the entire Red River Delta.
Hai Duong will also attach special importance to cultural, spiritual, and ecological tourism, with the development of resorts, cultural and spiritual destinations in the north of the province; eco-tourism associated with specialties and specific products in Thanh Ha district; and golf tourism (with about 10 more golf courses to be built by 2030).
The approval of the planning is of great significance to Hai Duong province.
