Authorities at all levels and localities must uphold their sense of responsibility, coordinate closely and effectively to speed up site clearance for the Lao Cai – Ha Noi – Hai Phong Railway Construction Project.
Secretary of the Hai Duong provincial Party Committee Tran Duc Thang, who is also head of the provincial Steering Committee for Site Clearance for Lao Cai – Ha Noi – Hai Phong Railway Construction Project, urged concerned localities to promptly determine the boundaries for site clearance and strive to complete boundary demarcation by June 10, 2025.
This aims to complete site clearance for the project by November 2025, said Thang at a meeting of the steering committee on May 29 afternoon.
Five localities along the rail route must enhance public communication, mobilize people to strictly comply with regulations, and prevent illegal construction within the planned area, which would hinder compensation and clearance efforts and adversely affect residents' interests.
The provincial People’s Committee shall direct expedition of compensation, site clearance, and resettlement support, while the Department of Finance will take the lead in determining the province’s ability to advance funds for site clearance activities.
Secretary Tran Duc Thang emphasized that the railway construction is a key national project with strategic significance for infrastructure connectivity. Given the large volume of required site clearance, relevant units and localities must act proactively and decisively, and provide timely reports and recommendations to resolve any arising challenges or obstacles.
The section of the Lao Cai – Ha Noi – Hai Phong railway passing through Hai Duong province is approximately 40.96 km long and traverses five districts of Cam Giang, Binh Giang, Gia Loc, Tu Ky, and Thanh Ha, impacting 19 communes and towns.
It is expected that three stations will be constructed in Hai Duong under the project, namely Binh Giang, Hai Duong Nam, and Tu Ky.
The total land area to be reclaimed for construction is about 188 ha, affecting 3,296 households, of which 407 will require resettlement. The total cost for compensation, support, and site clearance in the province is estimated at approximately 3,893 billion VND.
