Secretary of the provincial Party Committee Pham Xuan Thang delivers the closing speech

Concluding the meeting, Mr. Pham Xuan Thang, Member of the Central Party Committee, Secretary of the provincial Party Committee, Chairman of the provincial People's Council, affirmed that the provincial planning for the 2021 – 2030 period with a vision to 2050 was very important to meet requirements, tasks, and orientation for the provincial development strategy in the next 10 years as a premise for the provincial development to 2050.

Basically agreeing to the viewpoints, objectives, and plans stated in the draft report, Secretary of the provincial Party Committee Pham Xuan Thang suggested that the provincial Party Committee authorize its Standing Board to lead the Party Civil Affairs Board of the provincial People's Committee to direct professional agencies and consultancies to continue completing a number of contents to adjust, supplement, and perfect the draft provincial plan for the 2021 – 2030 period with a vision to 2050 following the Government's schedule and regulations.

Secretary of the provincial Party Committee Pham Xuan Thang required the province's development viewpoints and goals to be updated and defined as "harmoniously developing economy, culture, society, and environment in association with ensuring national defense and security; smoothly combining the preservation of the Eastern land's cultural character and economic development, in which human culture is the target, foundation, and driving force for Hai Duong provincial development."

The province's overall development standpoint "green growth, digital transformation, and promotion of innovation and creativity for breakthrough and sustainable development, raising Hai Duong's position" based on four pillars, namely hi-tech and supporting industries, multi-valued agriculture, high quality services, and green, modern, and smart urban areas, should be thoroughly grasped.

Choosing a breakthrough growth option with the average economic growth rate in the 2021 – 2030 period reaching about 12.5%/year, Secretary of the provincial Party Committee Pham Xuan Thang required specification of the development space, motivation and growth resources for this scenario.

It is necessary to study and supplement component projects to 10 key project groups, add projects calling for investment in the fields of education, vocational training, hospitals, housing for workers, etc.

Regarding key and breakthrough measure groups, it is necessary to define development resources of the province more clearly to achieve the above goals and aspirations, especially human resources, economically and efficiently use land and mineral resources, have mechanisms to mobilize other social resources for investment in development, etc.

A view of the closing session of the meeting

Secretary of the provincial Party Committee Pham Xuan Thang required that within this July, the Party Civil Affairs Board of the provincial People's Committee demand the provincial People's Committee and the provincial Steering Board for Planning to direct relevant units and consultancies to complete the draft planning project, organize a meeting to consult leaders of ministries and Central branches and experts, and then complete the project and quickly take steps for submission to the Prime Minister this September.

Secretary of the provincial Party Committee Pham Xuan Thang required Party committees and authorities to be more drastic and determined in leadership, direction, and implementation of measures and continue taking measures against Covid-19 to ensure people's health, production, and business.

Departments, sectors, and local authorities must focus on removing difficulties to mobilize and quickly put resources, especially land and financial resources, into production and business, motivating strong investment and creating breakthrough growth; take drastic measures to remove difficulties of small- and medium-sized enterprises, including early removal of obstacles in applying for land rent for production and business; continue to actively organize investment promotion activities to intensify FDI attraction and prepare the most favorable conditions to catch the wave of FDI into the province; etc.

Regarding Party building, Secretary of the provincial Party Committee Pham Xuan Thang demanded Party committees at all levels to concentrate on thorough dissemination and implementation of resolutions of the 5th session of the 13th Central Party Committee; promote the building and reorganization of the Party and the political system; intensify the admission of new Party members with both quantity and quality ensured; proactively accelerate inspection and supervision following programs and plans; develop and promulgate working regulations and programs of the provincial Anti-corruption Steering Board and put the board into effective operation; etc.

Stressing that many objectives, tasks, and plans remained to be done from then to the end of 2022 with many difficulties and challenges, the secretary of the provincial Party Committee suggested that all-level Party committees, authorities, people, and the business community in the province join forces, uphold the spirit of solidarity, and be determined to fulfill the set goals and plans for 2022.

Earlier, 68 suggestions were offered during group discussions and six delegates spoke at the plenary session within the meeting's agenda.
