Transparency and Access to Information is one of 10 sub-indexes of the Provincial Competitiveness Index (PCI). In 2024, Hai Duong ranked 20th nationwide and 3rd in the Red River Delta in this sub-index, reflecting the province's efforts to improve its investment environment.
Top 3 in the Red River Delta
Hai Duong recorded high rankings in several component indicators of the PCI’s transparency sub-index in 2024. For example, 79% of enterprises acknowledged the role of the provincial Business Association in contributing to the building and assessment of the province’s policies and regulations, placing the province 11th out of 63 provinces and cities nationwide.
Additionally, 80% of businesses found the provincial website’s information on administrative procedure reform useful, and 58% considered the province’s information on investment incentives and support beneficial, ranking 12th and 20th, respectively.
These figures clearly demonstrate Hai Duong’s significant progress in transparency and information accessibility. This is also a critical factor for businesses to make investment and operational decisions in the province.
Transparency for sustainable development
As the leading agency advising on the improvement of the transparency sub-index of the PCI, the provincial Department of Finance has proposed a lot of key solutions, focusing on publicizing information in such fields as bidding, planning and legal documents, incentives, and investment attraction and support policies.
Other departments and sectors are also requested to regularly publish and update information of administrative procedures and directives of the province and sectors on land, planning, and land use plans for investors to proactively access the information they need.
Pham Hong Suc, a real estate investor in Hai Duong city, frequently consults the websites of the Department of Finance, the Department of Agriculture and Environment, and the provincial People's Committee.
"As an investor, I need to stay informed about planning, construction, transportation, and social infrastructure projects in each locality to advise clients. This foundational information is essential for making investment decisions," said Suc.
According to a PCI survey, 72% of respondents said that the legal documents disclosed on the provincial People’s Committee’s Portal are very useful to enterprises. The quality of information provided on the portal reached a score of 61.64, the highest in the country.
The Center for Information Technology under the Office of the provincial People’s Committee regularly updates directives, resolutions, official documents, and information on approved investment projects, even those that have been terminated or had land revoked.
The center also provides information on administrative procedures, including those with reduced documentation requirements and shorter processing time.
The provincial People’s Committee’s Portal is connected across three levels (province, district, and commune), enabling easy public access. As a result, the rate of businesses regularly accessing the system has reached 35%, up 5% from 2023.

Here, we can explore the province’s development potential, investment attraction projects and policies, and lists as well as summaries of industrial parks and clusters across the province," said Bui Thi Khanh, Director of Khanh Tho Production, Trade and Services Co., Ltd. in Hai Duong city.
