Hai Duong province has been taking a range of administrative reform measures to support business expansion and improve the local investment environment.
Lifting procedure burdens
Hai Duong province’s efforts to streamline cumbersome processes and shorten administrative timelines have helped businesses save time and costs, launch projects more quickly, and seize investment opportunities in a timely manner.
Thanh Dong Real Estate Investment JSC. is currently carrying out a lot of real estate projects across the province. The company often has to work with appropriate authorities to handle relevant administrative procedures, particularly in the fields of construction permits and design appraisal.
Thanks to guidance and support from the provincial Department of Construction, the firm now completes all procedures online, eliminating the need for in-person submissions and pickups as before. Most of these procedures have had their processing times reduced by 5 – 10 days compared to the official timeline, enabling smoother implementation of the enterprise’s new projects.
Similarly, Kim Thanh 2 industrial park project, which is being done by Hung Yen Investment and Development Group JSC., was also approved in record time. The entire permitting process took less than a week, according to a representative of the company.
Thanks to effective coordination between the provincial departments and Industrial Parks Authority, the investor was able to expedite site clearance, with completion targeted before June 30, 2025.
Service-oriented government targeted
Departments of Finance, Construction, and Agriculture and Environment, and the provincial Industrial Parks Authority have all taken proactive steps to reform and simplify procedures, aiming to better serve both citizens and businesses.
Since the beginning of 2025, Hai Duong has issued nearly 10 official directives to shorten administrative processing times and improve the quality of online public services.
So far, processing times of hundreds of business-related administrative procedures have been shortened by 1 - 15 days across most fields.
These efforts to remove administrative barriers have led to clear improvements. The rate of on-time or early resolution of administrative procedures has increased. The digitalization of procedural results and the proportion of end-to-end online public services in the province also improved.
Hai Duong rose to 15th place in the Public Administration Reform Index 2024, climbing 12 spots from the previous year. The province’s Satisfaction Index of Public Administration Services in 2024 also ranked 3rd out of 63 provinces and cities nationwide.
