The chairman of the People’s Committee of Hai Duong province has directed that the processing time for administrative procedures must be halved or more by May 31, 2025.
The chairman of the People’s Committee of Hai Duong province on May 27 directed departments, boards, sectors, and chairmen of district-level People’s Committees to focus on completing the review, simplification, and reduction of administrative procedures. This aims to ensure effective and timely achievement of a number of tasks related to simplification and reduction of administrative procedures in line with the Prime Minister’s Directive No. 69/CD-TTg dated May 22, 2025.
Heads of departments, boards, and sectors under the provincial People’s Committee and chairmen of district-level People’s Committees are required to focus on reviewing and proposing solutions to simplify regulations and administrative procedures related to investment, production, and business activities, with the aim of reducing at least 50% of processing time, at least 30% of compliance costs, and at least 30% of business conditions. Specifically, the 50% reduction in processing time must be done by May 31, 2025.
Authorities are also tasked with researching and proposing solutions to minimize intervention and eliminate administrative barriers, the "ask–give" mechanism, and the mindset "if it cannot be controlled, it must be banned."
Citizens and businesses will be allowed to freely conduct business in areas not prohibited by law.
A strong shift from pre-inspection to post-inspection will be adopted, with enhanced monitoring and supervision.
The management of business conditions will move from licensing and certification to disclosure and post-inspection, except in a few sectors where licensing is mandatory under international regulations and commitments.
Transparency, digitization, automation, and application of artificial intelligence and big data must be promoted in the implementation of administrative processes and procedures, particularly in business registration and dissolution, land, planning, investment, and construction.
Departments, boards, and sectors under the provincial People’s Committee shall coordinate with the provincial People’s Committee Office and the Department of Science and Technology to urgently complete the review and restructuring of procedures, integrate and provide all eligible public services on the National Public Service Portal as prescribed, ensuring substance and effectiveness.
All administrative procedures related to businesses must be provided online, continuously, seamlessly, and effectively, with maximum reduction in paperwork, to be completed within this May.
The Offices of the provincial People’s Committee, Chi Linh city People’s Committee, and Binh Giang district People’s Committee will continue piloting the reception of administrative procedure dossiers and return of results regardless of administrative boundaries. They will report outcomes and propose solutions for province-wide implementation of this model within 2025.
