Director of the Department of Planning and Investment Le Hong Dien delivers the proposal for the provincial planning for the 2021 – 2030 period with a vision to 2050


The 17th People’s Council of Hai Duong province considered a proposal of the provincial People’s Committee for the provincial planning for the 2021 – 2030 period with a vision to 2050 at its 16th session on July 12.

The proposal, delivered by Director of the Department of Planning and Investment Le Hong Dien, set the target of turning Hai Duong into a modern industrial province and a driving industrial center of the Red River Delta with a large economic scale in the country by 2030.

The province will have synchronous socio-economic infrastructure and a green, smart, modern, and culture-characterized urban system that meets some basic criteria of a centrally-run city, according to the proposal.

Hai Duong will make efforts to become a civilized and modern centrally-run city imbrued with its culture and an important driving force for socio-economic development in the Red River Delta by 2050, Dien said.

The proposal defined specific goals of achieving an average economic growth rate of 9.5%/ year in the 2021 – 2030 period, having a population of about 2.55 million by 2030, gradually reducing agricultural labor in the workforce…

“The province will focus on developing five main pillars, namely hi-tech and supporting industries; high quality services; green, modern, and smart urban areas; hi-tech commodity agriculture and organic agriculture; and assurance of social security and environmental protection,” said Dien.

There will be four development axes from the north to the south and the east to the west of the province’s center, from the east to the west of the northern area of the province, and along rivers, he went on.

The provincial People’s Committee also clearly stated plans for the development of sectors and fields and specific directions for the development of important industries and socio-economic organizations in the proposal.

It suggested recovery of about 20,300 ha of land (mainly agricultural one), conversion of approximately 18,300 ha of agricultural land into non-agricultural land, and use of around 87 ha of unused land for socio-economic development goals.

Hai Duong is currently more than 166,800 ha in area, including about 87,000 ha of agricultural land, nearly 80,000 ha of non-agricultural land, and approximately 12 ha unused land.
