The People's Committee of Hai Duong province has worked out a plan to realize the National Program for Protection and Development of Aquatic Resources through 2030.

Accordingly, the province will focus on protecting its distinctive natural aquatic species, such as ruoi (ragworms) and cay (fiddler crabs) and strictly managing the exploitation of endangered, rare, and valuable aquatic species.

Protection efforts include enhancing habitat regeneration and restoration, selecting broodstock for breeder production, transferring breeder production technologies, and organizing commercial farming operations.

The plan includes managing aquatic resource conservation zones by establishing no-fishing areas, seasonal fishing zones, and natural migration corridors.

Key areas of focus are the Mia and Van Uc rivers in An Thanh and Chi Minh communes of Tu Ky district, and Thanh Xuan and Vinh Lap communes of Thanh Ha district; the Rang river in Thanh Lang commune of Thanh Ha district; and the Thai Binh river where it connects with the Van Uc river within Hai Duong city’s territory.

The province will prohibit the importation, introduction, farming, transport, trading, and release of invasive alien aquatic species such as golden apple snails, black tilapia, and sucker fish.

Authorities will inspect, detect, prevent, and address violations related to the exploitation and protection of aquatic resources, as well as breaches in the management of invasive alien species. Enforcement will also be strengthened against the use of electric shock, toxins, and explosives in fishing activities.

According to the Department of Agriculture and Environment, by the end of 2024, Hai Duong’s aquaculture area reached 12,627 ha, with a total aquatic output of 114,970 tons, including both farmed and wild-caught products. Notably, around 1,000 ha were dedicated to organic rice cultivation combined with ruoi and cay harvesting.
