Hai Duong was placed 6th and 32nd nationwide in the Provincial Green Index (PGI) and Provincial Competitiveness Index (PCI), respectively, in 2022.

Hai Duong’s 2022 PGI ranked 6th in Vietnam with 16.53 points, after the provinces and cities of Tra Vinh, Lang Son, Bac Ninh, Quang Ninh, and Da Nang, and 2nd in the Red River Delta, after Bac Ninh province.
The results were announced by the Vietnam Chamber of Commerce and Industry (VCCI) and the United States Agency for International Development (USAID) on April 11 in Ha Noi.
This is the first time the VCCI has announced PGI rankings to evaluate and rate environmentally friendly localities from the perspective of business practices: enterprises’ application of environmentally friendly technologies; governance level and environmental behaviors of businesses; local authorities’ concerns and incentive policies on environmentally friendly investment; and many other important environmental issues.
The PGI is calculated on a 20-point scale with four sub-indexes, including environmental leadership by provincial governments, minimizing the risk of climate hazards to firms, environmental incentives and support services by provincial governments, and maintaining minimum environmental standards by firms.

Hai Duong’s 2022 PCI was also announced at the event, ranking 32nd in the country and 9th in the Red River Delta with 65.22 points, down 2.43 points compared to 2021.
The 4th place nationwide in the sub-index Entry Costs was a bright spot in the province’s 2022 PCI.
Hai Duong was also in the top 20 localities with good infrastructure quality.
The province was highly evaluated by foreign-invested enterprises in terms of business prospects, with 53.6% of surveyed businesses expected to expand production, coming 2nd after Ba Ria - Vung Tau province.
Quang Ninh province continued to top the 2022 PCI rankings, followed by Bac Giang province with a leap of 29 places compared to 2021.
Hai Phong, Ba Ria - Vung Tau, and Dong Thap were 3rd, 4th, and 5th runners-up, respectively.
