Digital infrastructure ready for Hai Duong – Hai Phong merger

Since the moment the plan to merge Hai Duong province and Hai Phong city was officially put on the roadmap, one of the key priorities has been the preparation of information technology and digital transformation infrastructure.

Synchronized foundation

“We believe that digital infrastructure is not merely a technical issue, but the foundation for maintaining continuous and seamless administrative operation, governance, and public service delivery for citizens and businesses,” affirmed Nguyen Cao Thang, Director of the Hai Duong Department of Science and Technology.

After close coordination and strong political commitment, on April 10 and 26, the Departments of Science and Technology of Hai Duong and Hai Phong jointly reviewed all 12 shared systems and agreed on selecting the most modern platforms capable of being deployed as soon as the new city becomes operational.

This is not only a major political task but also the construction of a foundational digital infrastructure framework, one that reduces costs while maximizing the effectiveness of ongoing information technology projects and tasks in both localities.

Regarding the Intelligent Operations Center (IOC), one of the core tools of a digital government, Hai Duong has completed data integration from healthcare, population, budget, and more. After the merger, the IOC will be based at the administrative–political center of Hai Phong city.

Digital infrastructure preparation is being expedited not only at the provincial level but also at the commune level. According to VNPT Hai Duong, by the afternoon of June 9, video conferencing systems for 12 newly established communes and wards had been fully installed and tested. These systems use dedicated data transmission lines connected directly to the provincial Data Center (DC), with virtually zero latency.

Ready for new government

The biggest challenge lies in synchronizing old and new systems, avoiding duplication while ensuring seamless operation of all public services.

To guarantee unified implementation and continuous monitoring, the two localities have established four dedicated working groups. Each group is responsible for one category of shared infrastructure such as data centers, video conferencing, citizen apps, and data repositories.

These working groups are led by leaders of the Departments of Science and Technology of both localities. The Hai Phong city People’s Committee Office undertakes configuration, installation, and user training.

The Hai Duong – Hai Phong merger marks a historic milestone in administrative reform, and digital infrastructure will serve as the “spinal cord” to ensure smooth operation of the new administrative apparatus from day one.

From a strong political will, Hai Duong and Hai Phong are turning vision into concrete, methodical action, laying the groundwork for a modern, transparent, efficient digital government that better serves the public.
