The new Hai Phong city will officially come into operation on July 1.
The Standing Board of the Hai Phong city Party Committee has issued a plan to realize the National Assembly’s resolution on the merger of Hai Duong province and Hai Phong city.
Accordingly, the city Party Committee’s Standing Board requires prompt, effective, and compliant implementation of the National Assembly’s resolution, ensuring that all necessary conditions are in place for the new Hai Phong city to begin operating as from July 1.
Eight specific tasks must be prioritized and completed before July 1, including widespread information and dissemination; organization of a ceremony to announce the National Assembly’s resolution and Central bodies’ decisions; continuation of proposals and plans to restructure and consolidate the organizational apparatus of the political system of the new Hai Phong city; development of plans to rearrange and handle regimes and policies for officials, public servants, and workers; assurance of the functioning of Party, government, and Vietnam Fatherland Front agencies of the new Hai Phong city; reviewing of policy systems and legal documents after merger; change of official papers and seals; and summarization of the provincial-level administrative reorganization.
One of the key tasks is to continue finalizing four plans for restructuring and consolidating the organizational apparatus of the political system of the new Hai Phong city.
Those plans aim to merge specialized advisory bodies and public service units, and to consolidate Party organizations under the Hai Phong city Party Committee and the Hai Duong provincial Party Committee; establish the Delegation of the 15th National Assembly Deputies representing the new Hai Phong city, and form (merge) the agencies under the People’s Councils of Hai Phong city and Hai Duong province; reorganize specialized departments and provincial-level public service units under the People’s Committees of Hai Phong city and Hai Duong province; and form (merge) the Vietnam Fatherland Front Committee of the new Hai Phong city, along with arranging and merging political-social organizations and mass associations tasked by the Party and State in Hai Phong city and Hai Duong province.
