Leaders of the People's Committees of Hai Duong province and Hai Phong city have convened to discuss some aspects of a unit arrangement plan upon the mergence of the two localities.
Leaders of the People's Committees of Hai Duong province and Hai Phong city had a meeting on May 27 afternoon to discuss and reach agreement on a number of issues in a plan for reorganizing departments, agencies, and public service units under the People's Committees as part of the two localities’ mergence.
During the meeting, both sides emphasized a shared principle of selecting the most favorable arrangement option. For the time being, the current level of operational autonomy for each unit will be maintained following the mergence.
Regarding proposals from certain departments or agencies to increase the number of internal divisions due to requirements, tasks, and actual needs, the leaders stressed the need to review the work performance of the past three years, assess the necessity of any expansion, legal and practical justifications. All evaluations must adhere to general principles guiding the arrangement and mergence.
The meeting also explored the potential transfer of Hai Duong’s foreign affairs function to the Hai Phong Department of Foreign Affairs. Officials noted the need to plan appropriate office space for administrative support units handling public and business-related procedures in Hai Duong following the mergence.
The education departments of both localities were instructed to review the names of schools and propose renaming options for institutions with duplicate names.
The Departments of Home Affairs of Hai Duong and Hai Phong need to supplement restructuring plans for public service units in alignment with the joint proposal currently under review by the National Assembly; fully absorb feedback and finalize a report for submission to the leadership of both localities.
