The construction of the route aims to form an inter-regional traffic axis to serve the needs of travel and transport of goods between Hai Duong and Hai Phong, expand the urban development space of Kinh Mon town, and facilitate investment attraction and effective exploitation of land as planned, creating a driving force for socio-economic development in Kinh Mon town in particular and Hai Duong province in general.
