Hai Duong city to develop along axes

The master plan for Hai Duong city until 2040 aims to fully exploit the city’s potential and advantages.

Hai Duong city’s population will reach 485,000 in 2030 and 668,500 in 2040. The city will also have 7,241 ha and 8,993 ha of urban construction land by 2030 and 2040, respectively.

These are part of the amended master plan for Hai Duong city until 2040 which was approved by Prime Minister Pham Minh Chinh on April 3.

Hai Duong city is planned to take the existing central urban area as the nucleus, Thai Binh and Sat rivers as the main axes for development along with ring roads 1, 2, and 5 of the Capital Region and radial routes.

The existing central urban area will be preserved to bring into play the cultural value of local people. Other urban areas will be planned and renovated towards general development to meet 1st-grade urban criteria.

Attention will be paid to upgrading urban technical infrastructure, forming concentrated social housing zones with sufficient cultural institutions for low-income people, building modern urban infrastructure, and controlling the environment in industrial zones and clusters.

Hai Duong city will also exploit and link areas along Thai Binh and Sat rivers, and relocate factories and agencies to guarantee environmental conditions and urban activities.

The construction of new bridges across the rivers must ensure technical conditions and promote landscape values.

The city will develop public works, services, commerce, tourism, parks, and trees; take advantage of ring roads 1 and 5; and form cultural, exhibition, and logistic centers and urban wholesale markets. 

Ecological urban areas will also be developed, and the agro-ecosystem will be maintained in combination with the development of riverside resort and agricultural tourism.

The development of infrastructure connecting ring roads 1 and 2 and radial routes to form a strong development pole for the whole city is also included in the plan.

The master plan for Hai Duong city until 2040 aims to fully exploit the city’s potential and advantages, and build a green and smart city and a modern urban infrastructure system.

It also serves as a legal basis for the implementation of subdivision plans, detailed plans for functional zones, and construction and investment projects.
