Commenting on the assessment of the actual situation and proposal of policies to support investment in market infrastructure in the province, PPC Chairman Trieu The Hung noted that the State’s policies in this field had changed.

The Ministry of Industry and Trade is developing a new decree on market development and management to replace old regulations that are no longer appropriate in the spirit of gradually reducing the State's participation in market construction and management.

However, when the State's role decreases, it is necessary to create a suitable mechanism to encourage market network development. Therefore, departments, branches, and local authorities should reach an agreement on views and policies to facilitate coordination in management and administration.

PPC Chairman Trieu The Hung assigned the Department of Industry and Trade to absorb suggestions of participants in the meeting and closely follow the new decree about to be issued to counsel the PPC on a list of markets needing support, make a list of markets that can call for investment to reduce pressure on the State budget and improve management efficiency, and review inactive markets to work out appropriate handling plans to avoid waste and loss of budget revenue.

As reported by the Department of Industry and Trade, there are 186 markets in the province, including three grade I and 20 grade II markets, and the rest are grade III ones.

Aside from 39 markets enjoying financial support for infrastructure construction in the 2014 – 2020 period, 87 active rural markets in the province are yet to be assisted. In which, 73 markets have been seriously deteriorated, causing difficulties for localities in the process of satisfying advanced new-style rural criteria.

The Department of Industry and Trade suggested each newly-built grade I, II, and III market be supported with 5 billion VND, 3 billion VND, and 1.5 billion VND, respectively.

Regarding upgraded and renovated markets, each grade I, II, and III market should be assisted with 3 billion VND, 1.5 billion VND, and 700 million VND, respectively.
