Hai Duong city is determined to balance economic development, with priority given to industry and commerce without ignoring agriculture.

It is demonstrated through a project to promote agricultural production in association with tourism and develop a market of clean agricultural products (AP) (agricultural project for short).

This is one of projects to realize the resolution of the 23rd Hai Duong city Party Congress, 2020 – 2025 tenure.

The project issuance satisfied practical requirements, paving a foundation for the city to effectively exploit advantages of peri-urban agriculture.

It motivated the city to build a greenbelt for the 1st-class urban area, levering agricultural development and contributing to easing pressure on urbanization and industrialization.

The city set the targets of building safe vegetable regions, promoting commercial activities for AP consumption, expanding flower growing associated with tourism, and upgrading the provincial wholesale market in Gia Xuyen commune as an AP introduction place to realize the project.

The city authorities also worked out a support mechanism to encourage people to participate in the models.

The project is an impetus for the city’s agricultural economy to develop in the direction of high technology as agricultural land is increasingly narrow.

The city has successfully built six safe vegetable cultivation regions covering a total area of nearly 70 ha in the communes of Tien Tien, Quyet Thang, Lien Hong, and Gia Xuyen, completing 70% of the project’s target.

Economic value in these regions is 280 – 350 million VND/ ha, 100 million VND/ ha higher than conventional production.

“The project has oriented local authorities and people to form VietGAP-specialized farming areas, creating on-the-spot sources of clean food for the inner city,” said Chairman of the Quyet Thang commune People's Committee Le Van Thao.

People in Hai Tan ward realized that rice cultivation was no longer suitable and switched to flowers and ornamentals after irrigation planning had been disrupted by new residential and urban areas.

From a few pioneers, peaches and flowers have become the main crops of the suburban area.

“Income from peach growing is 4-5 times higher than rice cultivation,” said Le Thi Phan, whose family has been engaged in peach growing in Hai Tan ward for years.

Customers flock to Hai Tan to buy peaches every crop since the locality successfully built a large growing area, thereby forming a brand and reputation for peaches there, Phan said.

The city People’s Committee has reviewed and planned 70 ha of land for tree and flower growing combined with tourism in Dong Bao hamlet, Gia Xuyen commune, and Ngoc Lac hamlet, Ngoc Son commune, to continue implementing the project.

The city authorities will call for investment upon completion of ring road 1.

Hai Duong city also actively connects trade with its twinned cities of Tuy Hoa in Phu Yen and Dien Bien Phu in Dien Bien to introduce products and seek partners before the local wholesale market is upgraded and enlarged.

The city authorities have defined four measures for leadership and direction; propaganda; planning, infrastructure development, brand building, and trade promotion; and human resource training for the time to come to fulfill and even overfulfill the goals of the agricultural project.

These are fundamental solutions that will help functional sectors and grassroots authorities of the city to work out specific plans according to their assigned tasks with a determination to successfully realize the project.
