Gia Loc district adopts flexible approach to boost voluntary social insurance coverage

Residents of Yet Kieu commune, Gia Loc district are well acquainted with Le Cong Hien, a retiree who remains deeply engaged in promoting social and health insurance. Born in 1959 and formerly a commune invalids and social affairs officer, Hien has been actively encouraging residents to join the voluntary social insurance scheme since 2008.
Yet Kieu commune has over 300 people enrolled in voluntary social insurance, 200 of them were persuaded by Hien.
The commune is also home to more than 4,000 people participating in household-based health insurance, achieving a coverage rate of 93.8%.
In the first quarter of 2025 alone, Hien brought in 13 new voluntary social insurance participants and 20 household-based health insurance enrollees.
Hien is one of five individuals recognized by the district Social Insurance for outstanding performance in the first quarter and has been honored as a model contributor by the district authorities for three consecutive years.
Vu Thi Vui, a former factory worker in Thong Kenh commune, had paid compulsory social insurance for nearly six years and five months before leaving her job. Initially considering a lump-sum withdrawal, she was persuaded by district social insurance officials to continue via the voluntary scheme in 2020.
By August 2024, Vui had paid 20 years of premiums and began receiving a monthly pension of over 2 million VND from September 2024. “Now I feel more secure with a steady income each month, which somewhat eases my family’s worries,” said Vui.
From structured planning to widespread impact
As of April 2025, Gia Loc district had 4,760 people enrolled in voluntary social insurance, meeting 82.75% of its annual target and 233 people more than in December 2024.
The district also reached 92.64% of its annual health insurance target, with 105,954 people covered, including 35,097 under household-based scheme.
These achievements reflect strong direction from district to village levels.
Nguyen Xuan Bac, Deputy Director of the district Social Insurance, said: “We closely follow the targets assigned by the provincial authorities and coordinate with the district Party and People’s Committees to issue directives and assign quotas to each commune and collector.”
The district Party Committee’s Standing Board has issued a directive to strengthen leadership and direction in social and health insurance for the 2023 - 2025 period. The district Social Insurance also contracted with collection partners, assigned individual growth targets, and launched extensive communication campaigns through loudspeakers, meetings, leaflets, etc.
This May, the district is conducting a “Mass Social Insurance Mobilization Month” with a series of activities such as hanging banners and organizing seminars on the amended Social Insurance Law, which will take effect on July 1, 2025.
With its flexible, methodical approach, Gia Loc remains one of Hai Duong’s top-performing districts in expanding social and health insurance coverage.
