The ban was adjusted to remove difficulties in transporting goods for businesses based along the road.
The People’s Committee of Hai Duong province has agreed to the Department of Transport’s proposal to adjust traffic on provincial road 391’s section passing through Tu Ky district and Hai Duong city.
Accordingly, trucks with four axles or more are no longer completely banned from provincial road 391 but only during peak hours, 5 – 8 am and 4 – 7 pm, every day to remove difficulties in transporting goods for businesses based along the road.
Trucks with four axles and over started to be prohibited from entering road 391 in 2016.
At that time, the number of vehicles traveling through the road dramatically increased because the Department for Roads of Vietnam rearranged traffic to recoat national highway 5’s section crossing Hai Phong city.
Container truck drivers also used provincial road 391 to avoid Quan Toan toll station on national highway 5 when going from Dinh Vu port to Ha Noi, leading to a surge in traffic accidents compared to the same period in 2015.
National highway 5 has so far been repaired.
On the other hand, Tien Cuu toll station on national highway 10 and Quang Thanh bridge on provincial road 390 have been built and put into use, reducing the number of container trucks from Hai Phong port to pass through provincial road 391.
As a result, the complete ban on trucks with four axles or more from the route is no longer appropriate.
