Socialized projects exempt from land rent

The People’s Committee of Hai Duong province has issued Regulation No. 27/QD-UBND stipulating land incentives for socialized projects in the fields of education, vocational training, health, culture, sports, and environment in urban areas.

The regulation applies to investors of socialized projects advocated by the provincial People’s Committee.

Leasable land in urban areas includes city centers, centers and outskirts of provincial and district towns specified in Clause 1, Article 3 of the Law on Urban Planning No. 30/2009/QH12 dated June 17, 2009, not applicable to foreign investors.

Investors are eligible to hire cleared land free during their project's operation term approved by the provincial People’s Committee.

Projects allowed to extend the land lease by a competent State body are not entitled to this regulation’s incentives for the extension period.

Socialized projects must meet criteria, scales, and standards of socialization establishments specified by the Prime Minister and be consistent with the provincial and sector planning to enjoy the land incentives.

The regulation took effect as from August 20, 2023.
