The People’s Council of Hai Duong has issued Resolution 40, the first-ever tourism development support policy in the province.
Members of Hong Phong Water Puppetry Troupe in Hong Phong commune, Ninh Giang district were thrilled to receive the provincial People’s Committee’s decision to support the troupe with 50 million VND.
They have long struggled with lots of difficulties, especially funding for the repair and purchase of puppets, costumes, and performance equipment, according to Pham Van Tong, head of the troupe.
The clay firecracker team of Trinh Xuyen hamlet, Nghia An commune, Ninh Giang district, has also been supported with 50 million VND by the provincial People’s Committee.
They will use the money to purchase new costumes, drums, and horns, with the remaining amount allocated to training a new generation of performers. This is especially meaningful given that most current team members are elderly.
Aside from these two units, the Traditional Art Club of Long Dong tourism site in Nam Tan commune, Nam Sach district has also received 50 million VND in support.
“This marks the first time Hai Duong province has issued a policy to support tourism development. It reflects the province’s strong commitment to preserving traditional cultural values and serves as a driving force for the tourism industry,” said Nguyen Thanh Van, Vice Chairman of the People’s Committee of Ninh Giang district.
The policy also encourages individuals who are actively contributing to the growth of tourism sites and helps shape a strategic vision for local leaders from commune to district level, Van added.
Under Resolution 40, eligible beneficiaries include organizations, families, and individuals engaged in tourism business or development within provincially recognized tourism zones or sites, or in communes, wards, and towns that house such locations.
Support comes in many forms, like constructing facilities, such as homestays, visitor centers, souvenir shops, agricultural product shops, internal roads, public restrooms, and parking lots; purchasing transport vehicles for tourists; and establishing or maintaining cultural performance teams, folk art clubs, water puppet troupes, and clay firecracker teams, with funding ranging from 30 - 600 million VND.
Hai Duong currently has 21 recognized tourist destinations, but only three have received support decisions so far. It is hoped that the province will expand this policy more extensively in the near future.
