Outstanding events of Hai Duong in 2022

1. Impressive rise of PCI ranking

In April, 2022, the Vietnam Chamber of Commerce and Industry (VCCI) announced 2021 Provincial Competitiveness Index (PCI) rankings. Hai Duong recorded the most impressive increase (34 places), ranking 13th out of 63 provinces and cities nationwide.

With a total score of 67.65, Hai Duong topped 20 localities with good rankings and was one of 10 localities assessed to have good infrastructure in the country.

Of the 10 sub-indexes, eight got more points, and two fewer points.

2. State budget revenue surpasses estimate by over 30%

According to a resolution of the provincial People's Council, the total State budget revenue in the province was estimated at nearly 19,315 billion VND, over 30% higher than the year’s estimate.

Domestic revenue was expected to exceed 16,420 billion VND, 33% higher than estimated.

Budget revenue was a typical target among the nine ones that fulfilled or overfulfiled the year’s plan.

In 2022, Hai Duong failed to meet seven of 16 socio-economic targets, accounting for nearly 44%.

According to a survey, 2022 is the first year that Hai Duong has had the largest number of major socio-economic targets failing to meet the plan since 2010.

3. Hai Duong Digital Transformation Day (Mar 26) held for first time

The provincial Intelligent Operation Center (IOC) is launched within the framework of the Hai Duong Digital Transformation Day (March 26)

The provincial People’s Committee held the Hai Duong Digital Transformation Day (March 26) event themed “Digital transformation realizes the aspiration to develop Hai Duong province” on March 26, 2022 at the Xu Dong Cultural Center in Hai Duong city.

Hai Duong was one of the first localities in the country to have organized its own Digital Transformation Day before the Prime Minister signed the promulgation of Decision 505/QD-TTg dated April 22, 2022 taking October 10 as the National Digital Transformation Day.

4. Effective Covid-19 control

Hai Duong has effectively controlled the Covid-19 epidemic.

In 2022, Hai Duong recorded nearly 365,000 Covid-19 infections, causing 145 deaths, much lower than the national average.

For the past several months, there have been no deaths from Covid-19 in the province.

There remain only a few dozen Covid-19 patients under treatment in Hai Duong, and their health is under control.

5. Many important traffic works kicked off

Hai Duong authorities commenced a lot of important provincial and inter-provincial traffic works in 2022.

On April 3, the provincial People’s Committee kicked off an East-West trunk road project with a length of 36.5 km, a scale of 4-6 lanes, and a total investment of 1,500 billion VND.

The route will begin from its intersection with provincial road 392C in Doan Ket commune, Thanh Mien district, pass through Thanh Mien and Ninh Giang districts, and end at its intersection with road 391 in Cong Lac commune, Tu Ky district.

On the same day, the provincial authorities started the construction of two interchanges between Ha Noi – Hai Phong expressway and provincial road 392 in Binh Giang district with a total investment of 321 billion VND and road 390 in Thanh Ha district with an investment of 350 billion VND.

On June 24 morning, Bac Giang provincial authorities commenced the building of Dong Viet bridge and its approach in the province’s Yen Dung district for connection to Chi Linh city, Hai Duong province, with a total investment of nearly 1,500 billion VND.

To create synchronous connection, the People’s Committee of Hai Duong province approved a report on the feasibility of building a road linking Dong Viet bridge with national highway 37 in Chi Linh with a total investment of more than 469.8 billion VND.

On the morning of August 11, the provincial People's Council passed a resolution approving investment in the construction of Kenh Vang bridge and its approaches to connect Bac Ninh and Hai Duong provinces in Nam Sach district and two districts of Gia Binh and Luong Tai in Bac Ninh with the total investment of the two provinces expected to exceed 1,600 billion VND.

6. Many new festivals and events organized

In 2022, many festivals and events organized for the first time blew a breath of fresh air to lure a large number of visitors to Hai Duong.

Those were the Hai Duong provincial Carrot Harvesting Festival in Duc Chinh commune, Cam Giang district, the Spring Crop Organic Rice and Ruoi (Ragworm) Festival in An Thanh commune, Tu Ky district, and the Thanh Ha Lychee - Cultural Quintessence of Xu Dong Contest.

After two years of suspension due to the Covid-19 epidemic, the Con Son - Kiep Bac Autumn Festival was reorganized, with the first Con Son - Kiep Bac Autumn Culture – Tourism Week as the highlight.

The 31st SEA Games’ competitions in Hai Duong with many interesting activities associated with the Thanh Ha lychee season were also attractive to and left unforgettable impressions on a large number of domestic and foreign tourists.

The province welcomed and served more than 1.2 million tourists in 2022, a surge of 90 times over 2021, and revenue from tourism reached 573.7 billion VND, up nearly 47.8 times.

7. Hai Duong tennis player wins SEA Games gold medal right in Hai Duong

Hai Duong had the first-ever player winning a gold medal in men's singles table tennis right in his hometown.

That was Nguyen Duc Tuan. He won the championship after having defeated Thai opponent Phakpoom Sanguansin 4-1 in the final.

This was also the only gold medal of the Vietnamese table tennis team at the 31st SEA Games.

The 31st SEA Games table tennis, hosted by Hai Duong, took place from May 13 – 20, 2022 with the participation of nearly 100 excellent players from Cambodia, Laos, Malaysia, the Philippines, Singapore, Thailand, and host Vietnam.

8. Labor training beyond expectations

Overcoming difficulties caused by the Covid-19 pandemic, the rate of trained and certified workers in Hai Duong in 2022 reached 31.5%, 3.2% and 1% higher than planned and 2021’s figure, respectively.

This is also one of six socio-economic development targets of the province that overfulfiled the plan and became a bright spot.

9. Many particularly serious cases resolved

In 2022, the provincial police focused on resolving many major cases.

Typical examples are an illegal drug trading ring led by Pham Van Long (born in 1990, residing in Thuy Lam hamlet, Thanh Son commune, Thanh Ha district) with nearly 12 kg of synthetic drugs seized; an online gambling ring with betting transactions worth over 2,000 billion VND; and Tran Xuan Kien (born in 1985, residing in Hai Duong city) who was defined as a loan shark with a total amount of nearly 22 billion VND.

During the year, many murders that shook the public also occurred in the province, such as the one at Anh spa in Nguyen Giap commune, Tu Ky district, and another in Cat Khe hamlet, Hiep Cat commune, Nam Sach district.
