Hai Duong's efforts in building a green economic operating ecosystem has been recognized by the business community through the Provincial Green Index (PGI).

Hai Duong has achieved an impressive ranking in the inaugural edition of the PGI.
PGI is considered a useful and supplemental tool of the Provincial Competitiveness Index (PCI) to promote an eco-friendly business and investment environment.
The PGI is calculated on a 20-point scale with four sub-indexes to evaluate and rate environmentally friendly localities from the perspective of business practices and enterprises’ application of eco-friendly technologies; governance level and environmental behaviors of businesses; local authorities’ concerns and incentive policies on environmentally friendly investment; and many other important environmental issues.
Hai Duong’s 2022 PGI ranked 6th in Vietnam and 2nd in the Red River Delta with 16.53 points, including three highly-rated and dominant sub-indexes.
The province scored 5.12 points for environmental leadership by provincial governments, 4.61 points for minimizing the risk of climate hazards to firms, and 2.13 points for environmental incentives and support services by provincial governments, coming 2nd, 6th, and 18th nationwide, respectively.
Hai Duong’s PGI made its mark thanks to persistence in socio-economic development towards green growth over the past time.
Hai Duong aims to attract eco-friendly investment projects
The province targeted rapid and sustainable economic development, focusing on a low-carbon economy, reduction of emissions, better absorption of greenhouse gases, and economical and effective use of energy and natural resources to realize the national strategy on green growth.
The province’s economic structure positively shifted towards green and sustainable development.
The provincial People’s Committee decided to stop attracting investment to industries likely to pollute the environment, such as production of textiles involving dyeing; leather, leather shoes, and related products; paper from pulp or rubber... from 2021 to 2025.
Green and environmentally friendly projects were advocated instead.
Besides, the provincial authorities actively controlled sources of environmental pollution, drastically managed the mining of minerals, and encouraged the construction of green works.
Hai Duong-based enterprises have also constantly looked for measures to promote green production.
Notably, An Phat Bioplastics JSC. in An Dong industrial complex, Nam Sach district, manufactures degradable plastic bags with advanced technology and AnGreen agricultural film from traditional PE or degradable biological materials, contributing to sustainable environmental protection.
