Hai Duong's PAR Index improves in four consecutive years

The provincial Public Administration Service Center contributes to improving the PAR Index

The Government's Administrative Reform Steering Committee has organized a conference to announce the 2021 Satisfaction Index of Public Administration Services (SIPAS) and PAR Index of ministries, ministerial-level agencies, and People's Committees of provinces and centrally-run cities.

As summarized by Hai Duong News, the province made remarkable progress in the 2018 – 2021 period with constant improvement of the PAR Index year by year. With the SIPAS, Hai Duong was always one of the top provinces and cities in the country.

PAR is a general index with eight sub-indexes, namely role of leadership on administrative reform, development and implementation of provincial legal documents, administrative procedure reform, administrative apparatus reform, development and improvement of quality of public servants, public financial reform, administrative modernization, and impact of administrative reform on people, organizations, and provincial socio-economic development indicators.

The SIPAS is determined through a sociological survey of people and organizations about the provision of public services and the service of State administrative agencies, focusing on five basic factors, consisting of service access, administrative procedures, work handling of public servants, service results, and reception and settlement of suggestions and reports.
