An officer of the Police Department for Administrative Management of Social Order under the provincial Police engages in mobile issuance of chip-based citizen identity cards at Regent Garment Factory Ltd.
As assigned by the Ministry of Public Security, the Hai Duong provincial Police must have received 988,200 dossiers on chip-based citizen identity cards (CCIC) by June 30, 2021.
Thanks to synchronous, flexible, and creative application of measures in the context of the 3rd and 4th Covid-19 waves in the province, by May 14, 2021, the provincial Police had received 991,830 CCIC dossiers, 3% higher than the assigned target, finishing first nationwide and 47 days earlier than the target assigned by the Ministry of Public Security.
Though implementing the CCIC issuance project 15 days after other localities across the country because of the epidemic, the provincial Police's force for administrative management of social order strived to overcome difficulties to fulfill the task with high political determination.
"The Party Committee and the Directorate of the provincial Police drastically directed CCIC issuance right from the very first days," said Senior Lieutenant Colonel Pham Chi Hieu, Deputy Director of the provincial Police.
"The Directorate of the provincial Police considered this an extremely important political task, so directly inspecting units unexpectedly regardless of day or night apart from regular leadership and direction."
The Police of Thanh Ha district is one of the units taking the lead in the progress of CCIC issuance in the province. To achieve this result, Lieutenant Colonel Vu Van Khai, Deputy Head of the district Police, said: "Leaders of the district Police mobilized more officers from other forces to accelerate the implementation. On that basis, CCIC issuance teams were appropriately arranged and divided, ensuring the promotion of high specialization of each section and each job."
During the execution of the CCIC issuance project, the police for administrative management of social order in the province worked 18 hours/day, divided into three six-hour shifts, and sometimes over lunch or night.

In parallel with fixed CCIC issuance at its citizen reception headquarters, the provincial Police also organized mobile issuance at ward, commune, and district town People's Committees, agencies, and businesses.
In case of mobile issuance, the force closely coordinated with grassroots police to do a good job of basic investigation, grasped people and households, cleaned data in the population data storage, and, at the same time, prepared sufficient officers, machines, equipment, etc. to receive dossiers most efficiently.
The provincial Police also worked out detailed scenarios and plans for CCIC issuance following daily progress, ensuring suitability to the characteristics of the population in each place where issuance was expected to be organized.
Units reported results of CCIC reception to the provincial Police's Steering Board three times a day for leaders to closely monitor the implementation progress and results and promptly take measures and increase forces for units with poor results.
When it was hot, to create favorable conditions for people and speed up CCIC issuance, the provincial Police directed district, provincial town, and city Police to receive people coming to process procedures from 6 am, one hour earlier than summer office time.
Right from the first days of implementation, a special technical team was set up by the provincial Police to promptly guide and quickly handle problems related to machinery and equipment serving CCIC issuance.
Though Hai Duong authorities organized CCIC issuance in the context of complicated developments of Covid-19, epidemic prevention was always ensured.
With high responsibility, the provincial Police endeavored to overcome all difficulties and were proactive and drastic in implementation to finish first in the country and exceed the target assigned by the Ministry of Public Security.
