To strictly manage the use of foreign workers in Hai Duong province, the provincial Department of Labor, Invalids, and Social Affairs have required labor subleasing businesses and employment service ones to abide by regulations and review their job introduction, labor supply and subleasing activities.

They must not provide organizations and enterprises with seasonal foreign workers who fail to meet working conditions according to regulations.

Organizations and enterprises shall recruit and employ foreign workers in accordance with regulations.

If there is a need to employ foreign workers for positions, such as managers, chief executive officers, experts, or technicians, because Vietnamese workers cannot meet requirements, organizations and enterprises must comply with regulations on issuing work permits or request confirmation that the foreign workers are not subject to work permits as prescribed.

Unqualified foreigners must not be used at enterprises as seasonal workers.

Recently, there have been businesses employing foreigners of Nigerian nationality as seasonal workers through labor subleasing enterprises, according to the provincial Police.

These foreign workers were paid the same as Vietnamese people. They also brought their luggage and took care of accommodation by themselves.

This was a violation of the law on providing, managing, and using foreign workers.
