The Party Committee of Hai Duong province held a conference on August 4 morning to summarize the implementation of the 9th Politburo's Resolution 54-NQ/TW dated September 14, 2005 on socio-economic development and assurance of national defense and security in the Red River Delta until 2010 with orientation to 2020 and the Politburo's Conclusion 13-KL/TW dated October 28, 2011 on continuing to implement Resolution 54-NQ/TW.

Affirming a determination and aspiration to help Hai Duong become a modern, civilized, and sustainably developing industrial province, Mr. Pham Xuan Thang, Member of the Central Party Committee, Secretary of the provincial Party Committee, Chairman of the provincial People's Council, required all-level authorities and organizations to focus on well realizing four keywords: "connection", "investment", "human resources", and "speed".

In which, it is necessary to bring into play the geopolitical factor and competitive advantages of a province in the northern key economic region and the Red River Delta and a driving force for the growth of the Capital region; strengthen economic restructuring and create new impetus and competitiveness in socio-economic development; and intensify cooperation and connection with provinces and cities in the region for socio-economic development and investment in infrastructure.

In the immediate future, economic connection among four localities of Hai Phong, Quang Ninh, Hai Duong, and Hung Yen will be promoted to form an eastern economic belt, a center of industry, marine economy, and tourism, and an economic growth driving force and pole of the Red River Delta.

Secretary of the provincial Party Committee Pham Xuan Thang stressed a need to urgently complete a plan for Hai Duong province for the 2021 – 2030 period with a vision to 2025 and realize a program for Hai Duong urban development in a green, smart, and modern direction in the 2021 – 2025 period with orientation to 2035.

Secretary of the provincial Party Committee Pham Xuan Thang emphasized that the entire political system and people should focus on removing difficulties and obstacles, accelerating the implementation progress in association with improving the quality of public investment projects, key traffic projects, and projects to invest in the infrastructure of industrial parks and clusters and new residential and urban areas; and taking synchronous measures for fast and sustainable economic development.

Realizing Resolution 54 and Conclusion 13-KL/TW, Hai Duong increased its economic scale by 11.2 times, ranking 11th in the country and 5th in the region.

The province's gross regional domestic product (GRDP) amounted to 149,090 billion VND, and its economic growth rate averaged 8.6%/year.

The economic structure significantly changed with agriculture, industry – construction, and services accounting for 9.4%, 56.2%, and 34.4%, respectively, and per capita income reaching 53.2 million VND/year.

Social investment rose by 15.7%/year. The province lured 490 foreign direct investment projects from 26 countries and territories with a total registered capital of more than 9.1 billion USD.

Security and national defense were strengthened.
