That was the direction of Mr. Pham Xuan Thang, Member of the Central Party Committee, Secretary of the provincial Party Committee, Chairman of the provincial People's Council, at the 67th meeting of the provincial Party Committee’s Standing Board on July 1 morning.

At the meeting, the provincial Party Committee’s Standing Board commented on the implementation of the socio-economic development plan, budget estimates, and the progress of public investment disbursement in the first six months of the year, key tasks and measures for the last six months of the year, and vaccination against Covid-19.
In his concluding speech, Secretary of the provincial Party Committee Pham Xuan Thang acknowledged and appreciated socio-economic development results in the first half of the year, notably the growth rate of the province’s gross regional domestic product that ranked 6th in the country.
However, there remained some limitations and bottlenecks in socio-economic development. For example, the provincial planning was behind schedule; public investment disbursement was slow, among the lowest in the country; domestic and foreign investment decreased; key traffic works were confusingly implemented; etc.
To fulfill tasks following the resolution of the 17th provincial Party Congress and socio-economic development tasks for 2022, Secretary of the provincial Party Committee Pham Xuan Thang suggested that the Party Civil Affairs Board of the provincial People’s Committee continue its leadership, direction, good consultancy, and more drastic, prompter, and clearer handling of work.
Secretary of the provincial Party Committee Pham Xuan Thang stressed that regarding professional staff, the Party Civil Affairs Board of the provincial People’s Committee should direct departments and sectors to focus on assigning investment to the best officials to step by step remove obstacles in this field.
District authorities should reserve the best cadres for the fields of land, finance, and investment.
Relevant authorities should accelerate the disbursement of public investment.
Local authorities should speed up the implementation of key projects and pay attention to handing over land to enterprises, building special economic zones, and promoting the attraction of foreign investment.
All-level authorities and sectors should work out measures to remove difficulties in production and business and intensify administrative reform and digital transformation to create a favorable investment environment for businesses.
Secretary of the provincial Party Committee Pham Xuan Thang agreed to a plan to adjust the budget revenue and expenditure in 2021.
Facing the situation that many people were subjective in Covid-19 prevention with low rates of injection of the 4th Covid-19 vaccine dose and vaccination of children aged 12-15, Secretary of the provincial Party Committee Pham Xuan Thang suggested that Party committees and authorities at all levels continue good communication for people to proactively take anti-pandemic measures and voluntarily have their descendants vaccinated without subjectivity.
The Party Civil Affairs Board of the provincial People’s Committee shall direct the Department of Health to provide vaccines to immunize people, assign norms for the injection of booster shots to each locality, and direct concerned agencies to remove obstacles in bidding for procurement of supplies, equipment, biological products for testing, and drugs for epidemic prevention and control.
In the course of implementation, if there are problems with mechanisms, the units shall summarize and report them to the Ministry of Health for removal.
