Achievements in half-term realization of Party Congresses’ resolutions: Efforts to keep economic growth momentum

Hai Duong province has successfully maintained stable economic growth, creating an important premise for the whole province to achieve goals of all-level Party Congresses.

Despite many difficulties and challenges, the Party, government, and people of Hai Duong province have steadily realized economic development goals set in resolutions of the 13th National Party Congress and the 17th provincial Party Congress and obtained remarkable results in the first half of the 2020 – 2025 tenure.

Going through the mill

Hai Duong embarked on realizing resolutions of Party Congresses at all levels in extremely unfavorable conditions, even unprecedented situations beyond prediction.

It was the Covid-19 pandemic with severe consequences. The situation got worse as Hai Duong was a hot spot amid the 4th outbreak of Covid-19 in Vietnam.

As soon as the pandemic was gradually controlled and the economy showed signs of recovery, the province was heavily pressured by aftermaths of exterior conflicts and inflation.

The situation required a great capacity for leadership, direction, and organization to accomplish socio-economic development tasks and goals for 2021 – 2025 with the highest results.

The annual growth rate of the province’s gross regional domestic product was 8.81% in 2021 and 2022 and is estimated at 8.58% in the 2021 – 2023 period.

The economic structure is positively shifting towards industrialization and modernization, with the proportion of industry, construction, and services rising from 81.2% in 2020 to 82.6% in 2022 and an estimated 83.1% in 2023.

The province also cares about urgently completing documents on the provincial, technical, and specialized planning. This is a foundation and motivation for the development of Hai Duong’s economy.

Hai Duong has steadfastly pursued the goal of economic development towards green growth and digital transformation this tenure, leading to specific marks in the province’s economic sectors.

Each locality’s advantages for agricultural development were brought into play in association with market demand and adapted to climate change, resulting in breakthroughs in value.

The agricultural economic structure positively changed, with the proportion of livestock and aquaculture increasing from 40.3% in 2020 to 47.6% in 2022 and that of cultivation and forestry decreasing.

Agricultural production value rose by 5.58%/ year in 2021 and 2022 and is estimated to increase by 4.3%/ year in the 2021 – 2023 period.

Agricultural development enabled profound, effective, and sustainable rural economic development and new-style rural building.

Hai Duong is one of five provinces and cities in Vietnam that have completed new-style rural building.

Dissatisfied with itself, the province is pursuing tougher goals of advanced and model rural building.

The provincial industry gradually recovered after the Covid-19 pandemic with changes towards restructuring, including a larger proportion of processing and manufacturing and a smaller one of mining.

Labor-intensive industries were replaced with hi-tech, supporting, and eco-friendly ones that use energy and land economically.

Attention was paid to developing green industry and a number of key telecommunications and information technology enterprises that can take the lead in technological infrastructure, contributing to promoting the development of digital economy and society.

The key industry of processing and manufacturing and electricity production recorded fairly high rises, continuing to play a key role in leading the province’s economic growth.

The proportion of processing and manufacturing increased from 39.7% in 2021 to 41.1% in 2022, higher than the national rises of 24.62% and 24.76%, respectively.

Industrial production value rose by 11.81%/ year in 2021 and 2022 and is estimated to increase by 11.56%/ year in the 2021 – 2023 period.

Services were severely affected by the Covid-19 pandemic, including interruptions in tourism in 2021 and 2022.

However, the sector still maintained its growth momentum, with an annual growth rate of 4.83% in 2021 and 2022 and an estimated one of 5.53%/ year in the 2021 – 2023 period.

Hai Duong managed to overcome a lot of difficulties and challenges to maintain stable economic growth in the first half of the 2020 – 2025 tenure thanks to proactive and flexible direction and administration, creating an important premise for the whole province to achieve development goals in the second half of the term.
