Members of the 17th Hai Duong provincial People's Council (PPC) reached a high consensus and approved four important resolutions at the 11th session (thematic one) on September 29 afternoon.

Those were resolutions on the following issues:
- Advocating investment in a project to rebuild, renovate, upgrade, and purchase equipment for 12 district health centers in the province;
- Advocating investment in a project to upgrade information technology machinery and equipment systems to modernize the tax sector;
- Approving land recovery and change of the use purpose of rice and protective forest land to implement additional projects and works in 2022 in the province; and
- Amending some contents of the 16th PPC's Resolution No. 28/NQ-HDND dated December 24, 2020 on approving land recovery to carry out projects and works for socio-economic development and national and public interests and allowing the change of the use purpose of rice, protective forest, and special-use forest land to realize projects and works in the province.
In her speech to conclude the session, Ms. Nguyen Thi Ngoc Bich, Member of the Standing Board of the provincial Party Committee, PPC Standing Vice Chairwoman, affirmed that the consideration and approval of the resolutions at the session initially removed difficulties and obstacles to accelerate the implementation of key tasks and work for 2022 and quickly disburse and bring into play public investment resources, contributing to well performing the year's theme: "Flexible adaptation, breakthrough growth."

On the basis of results of realizing socio-economic tasks in the first nine months of the year, on behalf of the PPC, PPC Standing Vice Chairwoman Nguyen Thi Ngoc Bich suggested that the provincial People's Committee drastically direct and effectively organize the implementation of the 2022 public investment plan to meet the set quality and schedule and urgently carry out the resolutions approved by the PPC.
Stressing the importance of the project to rebuild, renovate, upgrade, and purchase equipment for 12 district health centers, the PPC standing vice chairwoman recommended the provincial People's Committee to drastically organize implementation and urgently complete the project investment document and procedure for submission to the PPC to consider adding the project to the medium-term public investment plan and allocate capital in accordance with the approved schedule.
The provincial People's Committee should actively organize the implementation of the project to upgrade information technology machinery and equipment systems to modernize the tax sector in 2022 and 2023 in line with legal provisions.
From practical management and through verification, standing members of the PPC agreed to divide a draft resolution approving land recovery and change of the use purpose of rice land to implement projects and works arising in 2022 in the province into two resolutions for timely adjustment appropriate to the issued resolutions.
The PPC standing vice chairwoman suggested that the provincial People's Committee quickly review programs and projects that need to be implemented and completed in 2022 and 2023 for submission to the PPC and competent authorities as prescribed.
The provincial People's Committee should continue to promote synchronous implementation of measures to drastically improve the province's investment and business environment and competitiveness, focus on reforming administrative procedures and innovating working processes and styles, intensify digital transformation and application of information technology in the State management sector from provincial to commune levels, and make close connections and coordinate in development to well exploit the potential and strengths of provinces and cities in the Hong river delta, the Northern key economic region, and the Ha Noi capital region.
