Standing Vice Chairman of the provincial People's Committee Luu Van Ban confirms facilitation of the Taiwanese investor’s construction of its auto disc brake factory
NeoSCM Co., Ltd., a limited liability company from China’s Taiwan, would like to build an 8 ha factory in An Phat 1 industrial park, Hai Duong province, to produce auto disc brakes.
Finance director of the company Chung Wang made the request at a meeting with Standing Vice Chairman of the provincial People's Committee Luu Van Ban on February 22.
The project is expected to have a total investment of 45 – 55 million USD and a capacity of about 4 million products/ year for export and domestic consumption.
It will be divided into two phases, with the first one to be put into operation from the end of 2024.
Wang asked the provincial authorities for information about the local electricity infrastructure due to the power-consuming characteristic of brake production.
He also requested coordination with vocational training institutions to train 500 – 600 high-quality workers for the factory and support in licensing procedures, import quotas, etc. since production materials are mainly imported scrap steel.

Standing Vice Chairman of the provincial People's Committee Luu Van Ban affirmed that Hai Duong can satisfy the Taiwanese investor’s requests.
He suggested An Phat High-tech Industrial Park No.1 JSC. urgently complete the infrastructure of the industrial park for NeoSCM’s proactive investment.
Relevant agencies and units were required to actively coordinate with the enterprise to remove obstacles in investment.
“Hai Duong is ready to accompany your company during project execution. Investment procedures will be processed in the shortest time on the basis of law,” said Ban.
There are 24 industrial parks in Hai Duong province, with 11 active ones and six under construction, including An Phat 1. Phase 1, covering about 100 ha, of the 180 ha industrial park is being completed.
The province prefers pollution-free projects despite such a lot of room for investment.
