The Ministry of Culture, Sports and Tourism will host a number of activities to celebrate the 80th anniversary of the “Outline of Vietnamese Culture” - the first platform on culture launched by the Communist Party of Vietnam.
In February 1943, the outline was drafted by Party’s General Secretary Truong Chinh and approved at a meeting of the Party Central Committee’s Standing Board held in Dong Anh district, Ha Noi.
It was based on Marxism, the Party and late President Ho Chi Minh's guidelines, emphasising that the content, nature, organisation, and development orientation of a cultural revolution can only be associated with the national liberation revolution and that a cultural revolution can be realised when the political revolution has succeeded.

The document, which defined Vietnamese culture, consisting of ideology, learning, and arts, states the country “will be liberated by the democratic revolution and freed from colonialist shackles to catch up with the world's neo-democratic culture."
Deputy Culture Minister Ta Quang Dong said at a recent press conference held in Ha Noi: “After 80 years, guidelines of the outline still keep their values, helping orientation for developing Vietnamese culture with advanced features and deep ethnic identity features, meeting the demands of developing the country sustainably in the process of international integration.”
The ministry will host five main events to celebrate the historical outline.
A national scientific conference titled “80th anniversary of Vietnam Culture Outline (1943-2023) – the Beginning and Driving Force of Development” will take place at the International Convention Centre, 11 Le Hong Phong Street on February 27.
The conference agenda has two key themes: "Theory and practical significance of the Outline of Vietnamese Culture" and "Vietnamese culture and people - The ideological basis and driving force of the country's growth in the new period".
The event will attract around 300 participants in Ha Noi and more through online broadcasts on HTV channel and at http://toquoc.vn.
According to Prof Nguyen Thi Thu Phuong, from the Vietnam National Institute of Culture and Arts, the conference will provide culture managers, practisers and ordinary people to understand more about the historical meaning, great value and influence of the platform in the past 80 years.

“We will discuss concrete solutions to turn culture into a key economical sector, a column in developing economy,” she said.
“There will be seven discussions concentrating on solutions to develop culture in the next period.”
A commemorating ceremony and special art show will take place at 8pm, February 28 at the Ha Noi Opera House and broadcast live on VTV1.
Deputy Culture Minister Dong said it has been well designed to fulfil its political mission while entertaining the audience at the same time.
A special documentary on the platform will be broadcast at 8.30pm on February 27 on VTV1. The 40-minute show will contain valuable images of the historical figures drafting the platform, stressing on the historical meaning and practical values of the guidelines during the country’s development.
A film week will take place from February 25 to March 3, beginning on February 25 at 7pm at the National Cinema Centre, located at 87 Lang Ha street in Ba Dinh district of Ha Noi.
Ten films focusing on late President Ho Chi Minh, Vietnam's land, people and culture will be shown. They are four feature movies, four documentaries, and two animated films.
A photo exhibition will also take place on February 27 at the International Convention Centre, 11 Le Hong Phong street and on February 28, at the Ha Noi Opera House, No 1 Trang Tien street.
Cheering events will be organised throughout the country including workshops, art exhibitions, talk shows, contest on the historical document.
