Hai Duong considers building 5,300 ha specialized economic zone
The specialized economic zone is expected to be a new growth pole of Hai Duong province in particular and the Red River Delta in general.
The People’s Committee of Hai Duong province discussed a draft project to build a specialized economic zone in the locality at its 6th November meeting on November 28.
Under the project, the economic zone will be located in the west of the province, south of the Ha Noi - Hai Phong expressway. It will cover an area of about 5,300 ha, including 1,933 ha in Binh Giang district and 3,367 ha in Thanh Mien district.
The economic zone will have 11 industrial parks and four industrial clusters with a total area of about 2,813.67 ha and 199.04 ha, respectively.
There will also be commercial, service, logistics, and duty-free zones, covering a total of 230 ha; a 60 ha center for innovation, research, and training; and 530 ha urban areas associated with the industrial parks.
Residential and urban areas, social and worker housing, and service buildings will be built in a green, ecological, smart, and modern direction, with synchronous social and technical infrastructure.
The construction and development of the specialized economic zone is divided into three phases requiring a total investment of about 338,017 billion VND.
Phase 1 (2024 – 2025) focuses on perfecting the management apparatus, completing construction planning, and promoting the attraction of domestic and foreign investment projects.
Phase 2 (2026 – 2030) concentrates on drawing investment in key and priority industries and fields; completing the infrastructure of functional areas, especially urban, industrial, and service infrastructure and the innovation center; training and attracting human resources; and researching and implementing some new production models and projects.
In the final phase (2031 – 2035), the socio-economic infrastructure will continue to be improved synchronously and modernly; urbanization will be accelerated to form smart green urban areas with high-quality services; and investment in industries and fields will be further attracted as oriented for the specialized economic zone.
The economic zone is expected to be a new growth pole of Hai Duong province in particular and the Red River Delta in general.
It will also be a key area for applying science and technology and a center for innovation and training of human resources for the province and the region as a whole.
The zone is oriented to become a modern, green, and smart urban and service center, forming a complete, convenient, environmentally friendly, and sustainable ecosystem, a worth-living place of the province and the region.
It will also be an important traffic hub, a gateway for goods exchange connected to the Red River Delta, centers on the economic belt, and international transport routes through roads and railways.
Assessing the project, Chairman of the provincial People's Committee Le Ngoc Chau required further clarification of preferential policies to attract investors and proposal of specific mechanisms for the specialized economic zone for report to the Prime Minister.
He also ordered reviewing of the list of priority investment projects to be consistent with the orientation of the specialized economic zone.
