Poor people unable to work in Hai Duong to receive monthly benefits
The monthly allowance level is 1.6 million VND/person in rural areas and 2.1 million VND/person in urban areas.
The Hai Duong Department of Labor, Invalids, and Social Affairs has proposed a new policy to support poor people in the province at a recent meeting with the provincial People's Committee.
Specifically, the department suggested two groups of beneficiaries of monthly allowances and health insurance.
Group 1 includes members of poor households or members of households recognized to have escaped poverty in one of the following cases: a person with a severe disability, a serious illness, or declined ability to work; an elderly person aged 60 years or older; etc. according to regulations.
Group 2 are households escaping poverty in 2025.
The monthly allowance level is 1.6 million VND/person in rural areas and 2.1 million VND/person in urban areas.
All beneficiaries of this policy are exempted from health insurance premiums (except for those currently being assisted in health insurance from other policies) after recognition of escaping poverty with the current prescribed support level (4.5% of basic salary).
This policy is expected to be implemented in 2025 with a budget of more than 118.7 billion VND.
Standing Vice Chairman of the provincial People's Committee Luu Van Ban affirmed that providing additional monthly allowances for poor household members who are unable to work is Hai Duong's humane policy.
The official required the Department of Labor, Invalids, and Social Affairs to coordinate in reviewing to ensure accurate data and subjects proposed for support.
