Paying further attention for Hai Duong city to make breakthroughs with new look worthy of 1st-class urban area

Mr. Pham Xuan Thang, Member of the Party Central Committee, Secretary of the Party Committee of Hai Duong province, Chairman of the provincial People’s Council, on August 19 afternoon presided over an inspection of the Hai Duong city People’s Committee by standing members of the provincial People’s Council on the division of revenue from land among budget levels in the province and the implementation of a specific mechanism on land fees for Hai Duong city, Chi Linh city, and Kinh Mon provincial town in the 2015 – 2020 period to prepare for the 3rd session (thematic one) of the 17th provincial People’s Council for the 2021 – 2026 tenure.

Concluding the inspection, Secretary of the provincial Party Committee, Chairman of the provincial People’s Council Pham Xuan Thang required Hai Duong city authorities to study, refer to central urban areas of other provinces and cities, and put forward a specific proposal of the provincial authorities’ mechanism for the city in the next time.

Regarding a general policy, the provincial Party Committee, People's Council, and People's Committee will pay more attention for the city to make breakthroughs with a new look worthy of a 1st-class urban area.

The Secretary of the provincial Party Committee required the city authorities to seriously learn from experience in leadership and direction to create revenue from land use and allocation of public investment; review and recalculate the total public investment in the 2021 – 2025 period for reasonable balancing and regulation with a political determination to create breakthrough development despite the difficult situation caused by Covid-19; focus on accelerating general and land use planning; drastically speed up difficulty removal to promote projects invested in by the city authorities; continue to review all public land, adjust and supplement land use and construction planning to generate revenue from wasted land; actively socialize resources to ease the burden of public investment; and decentralize revenue sources to communes and wards to motivate collection from land use.

As for new investment works, the official required the city authorities to continue reviewing projects to suit the provincial general construction plan, prioritize key and pressing projects, with attention paid to education and training works; immediately carry out key projects in accordance with resolutions of Party Congresses at all levels, striving to commence works from then to the end of the year as planned; etc.

The Chairman of the provincial People’s Council assigned the standing members and boards of the provincial People’s Council to base themselves on supervision results and proposals of localities and refer to sectors’ contributions for summary to counsel the provincial People’s Council on a source creating mechanism for localities in the near future.

In the 2015 – 2020 period, the city authorities collected VND1,652.1 billion from land use fees, up 11.3% over the plan assigned by the provincial People’s Committee. The city authorities invested VND1,652.1 billion in 820 public works.

In the time to come, standing members of the provincial People’s Council will be divided into two groups to continue supervising many district units on the same issue.
