Building Kenh Vang bridge connecting Hai Duong, Bac Ninh provinces

At the 10th session of the 17th Hai Duong provincial People's Council on August 11 morning, the provincial People's Committee asked permission to join in building Kenh Vang bridge and paths to its ends to connect Bac Ninh and Hai Duong provinces.

According to the proposal, Hai Duong provincial authorities will conduct site clearance, compensation, support, and resettlement on Hai Duong side with an estimated cost of about 180 billion VND from the provincial budget.

The People's Council of Bac Ninh province advocated investment, and the provincial People's Committee approved a report on studying the feasibility of the project to build Kenh Vang bridge and paths to its ends.

On this basis, the People's Council and Committee of Hai Duong province will balance and allocate capital for implementation in the 2021 – 2025 medium-term and annual public investment plans of the province.

The People's Committee of Hai Duong province assigned the Department of Transport to be the focal point in the project implementation process, work and reach agreement with the focal point of Bac Ninh province on the project implementation progress.

The Department of Planning and Investment shall assume prime responsibility and coordinate with the Department of Finance to counsel the provincial People's Council and Committee on balancing and allocating capital in the 2021 – 2025 medium-term and annual public investment plans of the province.

The Department of Natural Resources and Environment shall preside over the review and inclusion of the land to be recovered in Hai Duong province into the 2021 – 2030, 2021 – 2025, and district annual land use plans as a basis for land recovery and handover for project implementation, and counsel the provincial People's Committee on procedures to change the use purpose of rice land to realize the project.

With this project, the People's Committee of Nam Sach district is responsible for reviewing and including the land to be recovered into the 2021 – 2030, 2021 – 2025, and annual land use plans.

At the same time, the district People's Committee shall work out and submit a plan for site clearance, compensation, support, and resettlement on Hai Duong side to competent authorities for approval, organize compensation for site clearance, and hand over the site to the project investor.

The Department of Finance shall preside and coordinate with the provincial State Treasury to advise the provincial People's Committee on procedures for capital disbursement, payment and balancing of expenses for compensation, support, resettlement, and site clearance for project implementation from the provincial budget.

Relevant departments, boards, branches, and units of the province shall base themselves on their assigned functions and tasks to proactively coordinate in project execution.
