The 15th National Assembly on June 12 passed a resolution on the reorganisation of provincial-level administrative units in 2025, under which Vietnam now has 34 provincial-level administrative units, including 28 provinces and six centrally-run cities.

Area and population of 23 merged provincial administrative units
At its 11th plenum, the 13th Party Central Committee reached a consensus on the policy to restructure provincial-level administrative units nationwide, reducing the total from 63 to 34, including 28 provinces and six centrally governed cities. Of the current 63 units, 11 will remain unchanged, while the remaining 52 will be merged into 23 new provincial-level administrative units.
Hai Duong, Hai Phong to be merged into one
Hai Duong province and Hai Phong city will merge to form Hai Phong city, with the political - administrative center located in present-day Hai Phong city.
52 provincial-level administrative units to be reorganised: draft resolution
Administrative units with isolated locations and limited transport connectivity with adjacent administrative units, as well as those holding special importance to national defence and security, will not be compulsorily subject to re-organisation, according to the draft resolution.

Many experts believe that to effectively implement this policy, a suitable roadmap and concerted solutions are necessary to ensure the rationality of the organisational structure, avoid overburdening local administrations, and guarantee the maximum legitimate rights and interests of the people.
