Hai Duong is a focal point of economic and commercial exchanges and transshipment of goods between the capital city of Ha Noi and coastal areas in the Red River Delta.

Located in the centre of the Red River Delta, Hai Duong is a focal point of economic and commercial exchanges and transshipment of goods between the capital city of Ha Noi and coastal areas in the Red River Delta and directly connects the economic development space of five out of seven localities, forming an economic corridor comprising Ha Noi, Bac Ninh, Hai Duong, Hai Phong and Quang Ninh.

Hai Duong is situated on the main traffic axis of the northern key economic region, with Ha Noi – Hai Phong and Noi Bai – Ha Long expressways, national highways 5 and 18 running through the province. In addition, national highways 37 and 38 which cross Hai Duong are also main traffic routes linking the northern midland mountainous area with the northern coastal area.

The geographical location of Hai Duong is a favorable condition to promote the development of supporting industries and, at the same time, optimize logistic expenses for enterprises thanks to multimodal transport of goods.

Positive economic growth

Despite the impact of the Covid-19 epidemic in 2020, Hai Duong still achieved an average GRDP growth rate of 8.1 percent per annum in the 2015 – 2020 period, higher than the national average of 6.1 percent. In particular, industry and construction posted remarkable growth, with the industrial production value annually rising by 15.4 percent on average, contributing to doubling the industrial scale in 2020 compared to 2015.

Economic structure shifts towards industry – services

Along with the positive growth rate, the provincial economic structure has also positively changed, with the proportion of industry – construction and services gradually increasing while that of the agro-forestry-fishery sector tending to decrease. By 2020, industry had made up nearly 60 percent of the province’s GDP.

Hai Duong province has continued to promote industrialization and modernization, with the orientation of further raising the proportion of industry – construction in the province's GDP structure to 61.5 and 63.8 percent in 2025 and 2030, respectively.

FDI ranks fourth in northern region

In the 2016 – 2020 period, Hai Duong lured 212 new FDI projects while existing ones received additional capital nearly 200 times to expand production. Compared to the 2011 – 2015 period, the number of new FDI projects and the total additional FDI surged 1.7 and nearly 1.5 times, respectively.

The FDI projects mainly focused on industry (accounting for 81.5 percent of the registered capital). By 2020, FDI in the province had totaled 8.8 billion USD, ranking fourth in the Red River Delta and eleventh in the country.

Abundant human resources and equal ratio of men to women

Hai Duong’s population is only behind Ha Noi and Hai Phong in the North. The workforce aged 15 and above account for 68.4 percent of the population, with more than 1.3 million people, ensuring manpower for active and future industrial parks.

Aside from such production industries as electricity – electronics or mechanics – manufacturing, with female human resources making up around 50%, Hai Duong can meet the labor demand for garment, footwear and processing industries.

Skill improvement in focus

The province is promoting the development of vocational training projects for rural laborers to meet the needs of industrial and service development and production of high quality goods, contributing to changing labor and economic structures, serving the cause of industrialization and modernization.

The rate of trained and certified workers in Hai Duong province rose from 19 percent in 2011 to 24 percent in 2020. The province aims to raise the figure to 33 percent by 2025 and 43 percent by 2030. Local authorities have proactively realized policies to keep and increase the local workforce.

Labor structure quickly shifts to industry – services

In 2020, about 44 percent of Hai Duong’s workforce worked in the fields of industry and services, nine percent higher than 2015. The province also aims to increase the proportion of labor in industry and construction to 50.5 and 53 percent by 2025 and 2030, respectively.
